This paper looks at culture change in places of detention, such as prisons and mental institutions, from a human rights perspective. People in detention are particularly vulnerable to abuse, and bodies that monitor their conditions play a significant role in preventing it from happening. It also argues that culture in these places needs to be considered when monitoring them as it can be a root cause of abuse. Therefore, monitors need to have the expertise and skills to be able to understand such culture.
