This report summarizes the proceedings of a workshop on the prospects for NATO-Russia relations. The authors suggest that two possibilities seem likely. The best case scenario would be that Russia remains engaged in mutually beneficial cooperation with NATO, but retains its own security agenda. The other scenario would be characterized by continuous antagonism between the two. Either way, it is assessed that the prospect of a "strategic partnership" seems unlikely.
