This commentary assesses US policy toward Europe. The author claims that a US partnership with Europe does not necessarily mean one with the EU. Economic stagnation, widespread perceptions of illegitimacy, and the growing power of Germany are serious challenges to the capacity of the EU to promote cordial relations among its member states. The US should therefore re-emphasize the role of its bilateral ties with key European states. These could serve as a more important mechanism for attaining its interests on the continent.
