This brief analyzes Japan and China’s efforts to improve their lines of communication in order to reduce the chances of unintended escalation in the East China Sea and otherwise. After providing a historical overview of the arrangements and consultations between the countries, the author explores the prospects and limits of their approach. He concludes that the confidence building and communication mechanisms they have established may play valuable roles in managing tensions between them at sea.
