This commentary discusses the history of 'Russian exceptionalism' and its implication for current world politics. The author contrasts Russia's view of its exceptionalism with the US view of its own exceptionalism. Finally, he looks at how Russia is adopting a strategy of non-cooperation as a way of retaining influence, effectively forcing others to plead for cooperation.
