This paper sets forward a plan for the removal of weapons of mass destruction (WMD) from the Middle East. It lays out a vision of the 'end game' it wishes to achieve, the steps required to get there, obstacles along the way, the sequence in which disarmament should occur, and the roles for parties involved. It also calls for an honest re-evaluation of the value of nuclear weapons and provides recommendations for making the plan a reality.
