This manual provides a practical tool for building and strengthening monitoring and inspection capacities of actors and bodies with national or international mandates to visit places of immigration detention. It starts by providing an overview of the issue of detention in the context of immigration by answering the questions of why, who, where, for how long and by whom are immigrants detained, as well as looking at the international legal framework on the subject. It then offers a practical methodology for identifying and documenting situations where immigration detention conditions fail to meet minimum international standards.
