This paper discusses the US Navy's strategic plans to convert Trident II D-5 Submarine Launched Ballistic Missiles (SLBM) to carry non-nuclear, conventional warheads, in order to establish new levels of military deterrence and to achieve 'Prompt Global Strike' (PGS) capability by 2020. The authors explain that PGS capability would provide the US with the means to strike virtually anywhere on the planet within 60 minutes of a presidential attack order. The paper details however the serious global security implications that would be associated with PGS, including high risks of mistaken nuclear first strikes and a new ballistic missiles arms race. The authors recommend that Congress eliminate the $127 million earmarked in the fiscal year 2007 budget for PGS purposes and that NATO allies also voice opposition to the program, both in public and in private discussions with US officials.
