This paper examines what prevents mining-led development in low-income African nations and how this can be overcome. The author contends that despite the fact that mining-led growth is one of the few opportunities low-income African nations have of catching up with other countries, it is often constrained by a lack of cooperation among stakeholders in the minerals sector and poor long-term planning as well as the perception that mining creates little benefit for local communities. He then provides a set of recommendations on what mining companies can do to overcome these issues.
