This paper examines a number of proposed regulations that form part of reforms of the police in Kenya. In particular, the draft regulations reviewed deal with 1) the transfer and deployment of police; 2) recruitment and appointment; 3) promotion; 4) community policing; 5) guidelines for County Policing Authorities; 6) the disposal of unclaimed firearms and ammunitions; 7) the use of private property by the police; 8) the use of authority by policy; 9) the use of force by the police; 10) police practices connected to the erection of barriers in public spaces; 11) conditions dealing with the use of firearms by police officers; and 12) the hiring of police officers by private persons.
