This paper examines Turkey's aid engagement in Somalia, particularly by the Turkish government and NGOs. The authors focus on the ways 1) in which aid from Turkish agencies have been at risk of unintentionally fueling conflict in Somalia, and 2) how both official and civil society aid agencies can address these risks and capitalize on existing opportunities to contribute to lasting peace in Somalia. The authors also provide recommendations on how policymakers in Turkey can develop their foreign policy concept of humanitarian diplomacy.
