In light of the devolution of governance in Kenya following the 2013 election, this brief puts forth a series of recommendations for country authorities on how to govern to minimize conflict. They include the call to 1) strengthen coordination between and within the county and national administrations; 2) facilitate public participation in county governance structures, including through civic education; 3) support efforts to address real or perceived ethnic or clan hegemony in county administrations; and 4) enhance peace and security structures at all levels within the county.The recommendations are grounded in results of conflict analyses conducted in the Marsabit, Kisumu and Isiolo counties from July to November 2014.
