This publication examines the policies of EU member states towards enlargement in the Balkans as well as whether member states have gained more control of the enlargement process. More specifically, the authors present 17 case studies illustrating the enlargement policies of EU member states as well as chapters on 1) the origins and development of enlargement policy since the establishment of the EU; and 2) the evolution of the enlargement process in the EU and how member states have sought to gain control over it. In general, the authors find that while the EU’s internal procedures for handling enlargement have always been intergovernmental in nature, the frequency of incursions and opportunities for the member states to interfere and derail the process have increased in recent years.
