This brief mainly focuses on the role Afghan civil society can play in moving the country in positive directions, particularly when it comes to governance, the security sector, social services and the economy, and the position of women. The text’s authors then consider 1) the dilemmas international actors face as they concurrently support peacebuilding and state building activities, and 2) how the international community can contribute to a sustainable peace in Afghanistan.
