This paper examines NATO military operations in territories of non member-states, specifically the impact of "expeditionary missions" on new NATO members and alliance partners and the transformation process of their defense posture. The involvement in the Balkans helped Eastern European member states realize that the utility of their conscript-based forces is seriously limited for expeditionary peacekeeping operations where rapidly deployable forces are needed. Out-of-order operations such as Afghanistan (2001) and Iraq (2003) have shown that there is a need to enhance financial, operational and informational capabilities of the military forces of participating states.
