This paper evaluates the strategic efforts of transforming US armed forces and the US defense establishment as devised and undertaken by the Bush administration. The authors employ three concepts in order to assess progress on the transformation agenda: "Joint operating concepts," (JOC) a "capabilities based approach to defense planning and budget allocation" and "global force planning." JOC-analysis looks into the sub-JOC homeland security, strategic deterrence, major combat operations and stability operations. The "capabilities based approach" relates to the transition from the Cold War approach of concentrating on weapons system to an approach concentrating on who the adversary might be and which strategies he might employ. Finally, "global force planning" refers to the transformative goal of realizing global command and control, global posture and global capabilities.
