This paper discusses the phenomenon of corruption and offers a criticism of the major corruption indexes such as the Transparency International Corruption Perception Indexes and other tools. The paper argues that they are unable to supply the knowledge needed. The difficulty in gaining information about elite corruption is illustrated by means of game theory.
