This paper sheds light on the role of inter-state conflicts in the transition from oligarchic to democratic governments and analyzes the expansion of welfare states in this regard. The authors argue that warfare among nations gave reason to elites to alter the politico-economic setting in order to induce the population to take costly action which would not be undertaken otherwise.
