This paper discusses obstacles to civil-military cooperation in the context of multinational and interagency operations. It focuses in particular on assessment functions and processes. The paper discusses the Multinational Experiment 5, the purpose of which is to investigate the uses of concepts and supporting tools for conduction operations in a coalition environment. The authors identify the key challenges to civil-military cooperation, discuss the working procedures and the challenges of divergent operational terminologies and look at overcoming the information sharing gap in assessment practices.
