This paper explores the economic implications and identifies potential winners and losers from the EU-Albania Stabilization and Association Agreement (SAA). The author focuses on the trade–related aspects of the EU-Albania SAA to analyze how bilateral liberalization with the European Union, regional cooperation with other countries as well as harmonization with the relevant EU rules and regulations can affect Albania's efforts for pro-poor growth and socio-economic development. The paper identifies both the overall welfare effects of the EU-Albania SAA on the Albanian economy and its impact on the sensitive sectors and more vulnerable industries in the national economy.
