This publication provides arguments against any proposed "ticking bomb" exception to the prohibition of torture. It argues that the ticking bomb scenario is based on a number of misleading assumptions. The paper describes how the scenario manipulates moral and ethical judgment by obscuring the moral cost of tolerating any act of torture.
