This commentary analyzes Hamas’s new Statement of Principles, which the organization released in May 2017. Three observations on the document are particularly noteworthy: 1) it is more political than ideological; 2) Hamas’ seeming willingness to accept a Palestinian state within the 1967 borders; and 3) the group’s overall attitude towards Israel. The Text’s author ultimately concludes that Tel Aviv can interpret this document in one of two ways – either it represents ‘more of the same’, or it can see it as an opportunity to deal with what may be a more pragmatic Hamas.
