This briefing 1) analyzes the progress that’s been made in reforming Kenya’s police forces since the signing of the 2008 National Accord, and 2) recommends ways to consolidate and sustain the ongoing reforms. The authors additionally focus on several current issues facing the country’s police, including the adoption of modern policing methods; the relationship between operational independence and accountability; police-civilian relations; police welfare, and the impact of political devolution on policing.
