This paper examines the difficulties involved in recruiting, deploying and using adeptly trained and skilled police personnel in UN peace operations. The author also provides recommendation for police contributing countries, the UN and others on how to improve procedural mechanisms related to the creation and maintenance of international policing units. These include the need to 1) recruit police with specialized skills in institutional development; 2) create mechanisms to help relieve demand for police peacekeepers; 3) enhance training guidance, and more.
