In the wake of the agreement between Russia and Nicaragua to establish a GLONASS global positioning system facility on the latter’s soil, this paper speculates on whether Moscow is actually trying to reestablish a signals intelligence (SIGINT) foothold in Central America and the Caribbean. The author further wonders 1) if Russia may also reopen its SIGINT base in Cuba, which it abandoned in 2002, and 2) whether the agreement with Nicaragua could lead to a greater military presence by Moscow in Central America.
