This report presents the findings of a study group on 1) total US counterterrorism spending since 9/11; 2) gaps in the understanding of such spending; and 3) how to improve US government efforts to account for counterterrorism expenditure. The study group’s findings include that a variety of weaknesses in definitions, tracking and consistencies limit the ability of the US to evaluate the effectiveness of its counterterrorism spending. In response, the study provides five key recommendations for the US Office of Management and Budget (OMB) and Congress on how to address this problem.
