This is the report of the first of three CSS/GFP seminars that focused on exploring new ways of thinking about strategic foresight in a significantly altered and still rapidly changing international environment. The Center for Security Studies (CSS) and the Global Futures Forum (GFF) - a multinational, multidisciplinary, and cross-sector group formed in November 2005 at an international conference hosted by the Global Futures Partnership of the US Central Intelligence Agency - have joined efforts to conceive of original ways of thinking about strategic warning in the changing global security environment. The first seminar The Changing Threat Environment and Its Implications for Strategic Warning took place 9-11 November 2006 in Zurich.
