To prevent the military misuse of civil nuclear programs, an international regime was established in the 1970s to limit access to sensitive nuclear technologies such as those involved in uranium enrichment. Although this set of rules is not part of formal international law, this chapter contends the regime has nonetheless effectively contained the proliferation of sensitive nuclear technologies. The chapter also argues that even though this order frequently draws criticism, the vast majority of states tacitly accept it.
