The US and NATO have begun a phased withdrawal from Afghanistan as a result of shifts within three distinct contexts: the operational context on the ground in Afghanistan; the domestic political contexts of ISAF participant states; and NATO internal debates. Alongside withdrawal, Western policy circles are increasingly emphasizing a regional solution to Afghan security. However, this rhetoric appears to be less of an active policy-choice and more of a strategy by default that neglects complex regional dynamics.
