The Arms Trade Treaty-Baseline Assessment Project (ATT-BAP) helps states to implement the Arms Trade Treaty (ATT) effectively. Put another way, the ATT-BAP 1) provides clear guidance on the obligations contained within the ATT for states that are party to the Treaty; 2) helps clarify the specific measures that these states must take to ratify and then implement the ATT; 3) delivers a baseline assessment of a state's actual ability to operationalize the Treaty, to include gaps/needs analyses; 4) contributes to the targeted and coordinated international assistance provided to those trying to implement the ATT; and 5) provides indicators for monitoring the Treaty's impact on its adherents.
