The Northeast Asia Cooperation Dialogue (NEACD) is an unofficial, multilateral forum where foreign and defense ministry officials, military officials and academics from China, Russia, North and South Korea, Japan and the US are able to meet for frank discussions of regional security issues. Officials participate in the meetings in their private capacity, and not as official government representatives.
