Until recently, the Russia military has focused on the threat of terrorism and the drug trade, emphasizing plans to reduce the number of troops to build a smaller, more professional army. In the last few months, however, the generals have come to see their main threat as being NATO and the US. The result has been a shift in priorities to concentrate on building a more powerful military to deal with states, rather than non-state actors.
