Reviving Co-operative Security in Europe through the OSCE

Contribution of the OSCE Network of Think Tanks and Academic Institutions to the Panel of Eminent Persons

This report analyses pre-formulated questions dealing with the functions and future of the Organization for Security and Co-operation in Europe (OSCE). The questions were formulated by the 2015 OSCE Troika Switzerland, Serbia, and Germany. Seventeen members of the OSCE Network of Think Tanks and Academic Institutions, including the Center for Security Studies (CSS) at ETH Zurich, contributed to the report with their written papers and discussing an initial draft report in a workshop in Vienna in September 2015. This final report covers the main functions of the OSCE, analyzing general trends for the future and putting emphasis for how to improve the organization's position and efficiency in the field of cooperative security. The report was presented at the Belgrade Security Forum and handed over to the Panel of Eminent Persons on 1-2 October 2015.
