This article uses survey data collected from 150 communities across Liberia to assess the risk of violence in the country prior to its October 2017 presidential and legislative elections. The authors highlight that there is reason for optimism as the run-up to the vote has been calm and peaceful thus far. However, they also warn that there is no room for complacency as 1) tensions could escalate rapidly; and 2) despite significant international investment, the Liberian National Police and National Election Commission face budget gaps and institutional constraints that could hinder their ability to provide adequate election administration and security.
