This publication contends that the threat posed by hybrid warfare will continue to expand given current developments in technology. In response, the authors first outline the challenges and conceptual considerations raised by this form of warfare. The text then focuses on how the EU and NATO should address the concerns raised by hybrid warfare trends, contending that it is high time for both to improve their awareness and understanding of hybrid warfare as a precondition for common and comprehensive action.
