This publication discusses the various challenges facing reconstruction efforts in Afghanistan and proposes solutions to help economic development and project implementation and coordination. It examines the Afghanistan Reconstruction Trust Fund (ARTF) and the need to support the Afghan government in taking a National Priority Programs (NPP) approach to national reconstruction and development. The publication also addresses the role of Provincial Reconstruction Teams (PRTs) and argues that Pakistan plays a crucial role in Afghan security.
