This report offers a summary of a conference on Afghanistan that took place in November 2008 in Oslo, Norway. The first session offered a sharp debate on the role of provincial reconstruction teams and the possible implication of counterinsurgency (COIN) doctrine for its tasks. The balance between military and civil capabilities was discussed. The second session discussed the extent to which international donors were willing to accept coordination. The third panel asked how to improve the civilian lead and coordination in insecure areas.
