This paper outlines the conditions required to secure and maintain peace in the Democratic Republic of the Congo (DRC). It argues that two innovations are needed: first, a greater focus on regional players and dynamics; and second, a shift from ad hoc humanitarian approaches to a more comprehensive effort that addresses trade-offs inherent in the regional war economy. The authors examine options for sustainable regional solutions and outline policy recommendations for a broad range of stakeholders.
