This paper assesses the impact of external influences on Africa's democratization by reviewing steps in the democratic transition process and exploring the link between aid policy and democracy. It examines Africa's divergent movement toward democracy and the extent to which aid has contributed to democratic progress by analyzing results from cross-national experiences in Benin, Niger and Mali. The author provides insights for each stage of democratization and concludes with key policy implications that emerge from these observations.
