This manual offers guidance to grant program managers with microfinance institutions (MFIs1) in countries recovering from conflict or natural disaster through small, short-term grants. It provides a literature review and field research conducted in Timor-Leste in March 2007 and Liberia in June 2007. The authors show that these grant programs can play a critical role in supporting MFIs operating in post-crisis areas as well as towards building the foundation for a healthy financial services sector, but require special conditions and a different evaluation process from traditional grants for humanitarian relief and reconstruction.
