This report describes a series of process reforms for the conduct of US foreign affairs in the post-Cold War era. It proposes structural and procedural innovations for more responsive, relevant and effective US foreign policy. The report offers recommendations for upgrading the US State Department's information and communications capabilities, allowing foreign affairs establishments to represent US business interests abroad more effectively and to encourages access to private sector expertise. It highlights budgetary initiatives, explores ways for the US government to conduct foreign affairs and determines how to link resources with ongoing foreign policy needs.
