This study reviews major categories of foreign affairs activity to find critical gaps in each of them. It examines core diplomacy, public diplomacy, economic assistance and reconstruction efforts. The study demonstrates staffing and 'authority shortfalls' relating to certain economic and security assistance programs that are being exercised by the US Secretary of Defense. It concludes that increased staffing capacity alone will be insufficient to meet US public diplomacy goals, and that a number of international exchange and other programs should be expanded to meet US foreign relations objectives.
