This publication assesses the extent to which national minorities in the provinces of Kvemo Kartli and Samtskhe-Javakheti are integrated into the economic and political life of Georgia, and the after-effects of the 2003 Rose Revolution on their relationship with the state. The author provides an overview of the populations of the provinces, before demonstrating how certain government policy has impacted upon minority integration. The author then explores modes of local governance before addressing the issues of migration and land distribution. The paper concludes by presenting the issues most salient to the largest minority in each region.
