This dossier features the first series of subject files in the NATO archives to have undergone the process of declassification and public disclosure. After the withdrawal of France from NATO’s integrated military structure, Belgian Foreign Minister Pierre Harmel approached Washington with the idea of a major study on the future of the alliance. By accepting the Harmel Report and deciding what functions NATO should assume in the future, the alliance overcame the most severe crisis in its history.
