This issue examines the initiatives on new rural policies that have been put forward and have gradually gained momentum in response to rural development crises. It explores how the long-term quest for and experiments with building rural communities in China have historically affected policymaking and continue to do so. The authors also look at the relationships and interactions between state and non-state actors, between local and outside actors, and in particular their 'interface.'
