This briefing discusses the role of legislative oversight in the context of the security sector. It notes that establishing legislative oversight in conflict countries is difficult due to the lack of expertise and absence of historical tradition of this practice. The author argues that the US Congress provides a model for effective oversight that other countries could aim to emulate. The paper concludes with some recommendations as to how international donors can lay the foundation for the development of oversight.
