This Peace Brief suggests that shuras and other ‘traditional’ bodies have the potential to strengthen local governance in Afghanistan, but the current strategy of shura-creation and promotion has generally undermined local governance in the short term. A large number of these councils have been set up with little coordination, resulting in increasingly complex local political situations. Actors on all sides take advantage of the ambiguities created by multiple councils, when customarily there would likely have been only one.
