This brief is a report on a one-day civil-military roundtable to identify tensions, tradeoffs and opportunities found in the civil society–military relationship in Afghanistan. There is broad agreement that Afghanistan requires some form of military (defense), diplomacy, and development assistance (the 3D approach), but many debate whether to integrate civilian and military efforts.
