This analysis examines the structural and endogenous risks that threaten Central Asia’s energy infrastructure. The structural risks include poor maintenance and security, along with natural hazards. The endogenous risks involve a variety of problems – i.e., lack of governance or its opposite, authoritarianism; drug-based organized crime; Islamic fundamentalism and ethnic strife, with their terrorist spinoffs, etc. The analysis concludes by looking at the contributions that Russia, the US, China, and the OSCE are making or could make to ensure the safety and viability of the region’s energy sector.
