In his speech in September 2011, UK Chancellor of the Exchequer George Osborne notes that the challenges that Europe - and the world - face are more complex than those faced at the beginning of this crisis, but the underlying cause is the same: excessive levels of debt. A debt crisis in the banking sector has now turned into a wider crisis of sovereign, banking and private sector debt.
